How to establish embassys?

How do I establish embassys after i have invented writing and start meeting new civilizations? The civiliopedia says i should click on the city icon where i want to establish an embassy. I have clicked my index finger blue and still no embassys.

Can anyone please answer this?

hehehe..right click on your capitol..you'll see conduct espionage in the menu.Later do the same woth the city that build the intelligence agency...you'll see the same menu but you'll get different options if you have planted a spy.
