i have mobilized my economy for war time which is really cool but how the heck do i get out of it and back to normal

End your war(s) - or if you enabled it during peace time, you'll actually have to *start* a war, and then end it just to be able to stop your war mobilization.

Score another point for Firaxis for absolutely abysmal playtesting.
