Why haven't I thought of this before...? :-O
Until now I've been forced to play at 60 Hz-refresh. You know what I did to fix it?
I minimized Civ3, went into the Desktop-properties, and set the refresh-rate there to 85 Hz. Is _was_ set to "Standard", so I guess that is 60 Hz.
I haven't testet it very much yet, but it seems like Civ3 keeps using 85 Hz after a restart too. And the scroll-problem (in the build-menu inside cities) where text overlaps looks partially fixed too. Don't know why though.
Also, I noticed that the screen (when Civ3 was open), was set to 16 bits, instead of 24/32. Is Civ3 "only" made in 16 bit (65k colors)?
