AI builds spaceship components before apollo program

Hiho,

i think there may be a bug with the AI building spaceships. In my current game, the AI builds spaceship components like hell, although the apollo program hasn't been build yet and i have to finsih apollo first before constructing spaceship components.

Needs to be fixed
