How do you Conduct espionage?

How do you get to the espionage screen?


I have an embassy and a spy in india, researched espionage, built intelligence agency and I cant conduct any espionage!

When I right click my city with the intelligence agency, I click conduct espionage

It just says "you have spies with every civilization"

Help anyone?
