Possible Bug, but not sure . . . .

I have only had the time to play one game very far and in said game I clicked on "War Time Mobilization" just to see what it would do. However, I can not get out of war time mobilization and have even tried switching governments to no avail. If anyone else has experienced this or knows how to get the *&%$ out of War Time mobilization please post to let me know.
