Building a worker

I discovered that about 20 minutes after I posted the message. It's just that I was able to build 3 or 4 workers before I finally exhausted that last population point. It's inconsistent about how it manages that process.

Thank you for the response. Maybe it's being extra nice to me because I'm just playing in Chieftan difficulty.
