Okay, I was playing this game with the French under chieften ( ) and the entire game I only got 1 palace upgrade.
True, I had some minor happiness problems at the start of the game, but nothing in civil disorder. And for the past millenium, all of my cities have had about 80% happy and 20% content citizens, with never any unhappy ones. Then all of a sudden, this one turn, I get 3 palace improvements in one swoop (I didn't do anything special..)
I'm by far ahead in military capability, science, culture (absorbed 6 English cities ) wonders, etc..
In civ2, throne room was mainly based on happiness + extra for feats such as completing wonders, killing civs, etc.. So my question is, does anyone know what I did wrong and\or what does civ3 take into account with respect to palace upgrades. Thank you.
