Is there a way to edit during the game

I am trying to set up a scenario but once you start a game, I can't seem to get the edit to make the changes unless I restart the game.

That really sucks when I'm 3 or 4 hours into the game.

Is there a .TXT file that I can edit like "RULES.TXT" in Civ II???

Sorry- no way to do this. The rules get loaded into the game itself once its started.
