BUG:Setup ignores shortcut path

Repro:

1. Create a "Games" shortcut folder under "Program Files" on the Start menu.
2. Begin Civ 3 setup.
3. When prompted for the shortcut path with the default "Civilization III" value, enter "Games\Civilization III".

Result:
Civilization is installed under "Infogrames Interactive\Civilization III"

Expect:
Civilization is installed under "Games\Civilization III"
