BUG:Esc/Enter close Diplomacy deal screen

Given:
o contact with foreign power

Repro:
1. Contact foreign leader.
2. Select "We would like to propose a deal..."
3. Select "World Map" from both powers.
4. Press ESC or Enter key.

Result:
Player dumped back to originating screen. Results of deal and diplomatic consequences unknown.

Expect:
Dialog confirming abandonment of deal (ESC key) or confirming offer (Enter key), or keys ignored.
