I'm wondering about a way to create leaders outside of combat. There are historical precedents. This is most likely a topic that's seen some discussion but now that the game's out I'm curious about people's ideas on rationale and ways to incorporate such a thing into the game.
The other thing... offshore oil resource, with associated buildings oil platform, harbor improvement, and even an oil refinery. Possible to add these to the game at all?
