Graphical Glitch?

Greetings.

I've run across an interesting phenomena. One square north of one of my cities, there is what appears to be a small, vaguely cartoony "fighting cloud". It come and goes regularly every few seconds, appearing for a quick cycle of vari-coloured clouds moving across the square, and then disappearing.

I'm wondering if anyone else has seen this? If so, does anyone know what it indicates? Is it a special resource, or indicative of a problem with the square, or perhaps a graphical artifact that will go away next time I boot the game up?

I have the same problem with these puffs of white smoke across the map. I called infogames - they had no answer but said I should check to see if i have the lastest video drivers. I have. Any ideas how to solve this problem !!!
