This is how I fixed my weird refresh rate problem. I've read that other have had this happen to them..
My system:
Win2k
Amd 1400
LeadTechk NVIDIA Ge Force 3 Ultra 64
Ancient 21 inch monitor.
Windows had detected my monitor to be "Default Monitor" which allowed me to set modes of up to 120 hz. This is way to much for my monitor and when I did it I got the same effect as launching Civ.
I changed the montitor type to a Super VGA 1024x768 @ 75 hz.
THis is done by:
Start->Settins->Control Panel->Display->Monitor->Properties->Driver->Update Driver->Display a List of know drivers->Show all hardware->Select a monitor Type that will work for you.
This worked for me. Not sure if it will help you. Civ seems to want to set the refresh rate of the monitor to the highest that Windows wants it to go. If you limit how high windows thinks it can go, Civ should follow suit...
So, that earn me a Civ3 Shirt?
