Aztecs!

I've started the game over many times now (playing as the Americans) and always select random civilizations as opponents. Everytime I start a new game, I ALWAYS encounter the Aztecs near my starting location. It looks like random only works for some of the civilizations. Has anyone else encountered this?

It's the Cultural Groups feature at work. Expect to see a lot of the Aztecs and Iroquois, is all I have to say...
