From talking with friends in other forums, here are 3 advice:
1. REBOOT after install. It appears that it installs some custom fonts and in order for them to load correctly, a reboot is in order.
2. To have the display load correctly, make sure you have your desktop resolution the same as the game resolution. In other words, if you normally have your desktop at 800x600, change it to 1024x768 before starting up Civ3 (assuming that you play at 1024x768).
3. Make sure not only you have DirectX 8.0 or 8.0a, but your graphics driver is up to date. One goes with the other.
