I have Civ 3 Complete and I was wondering if there was any way I can get a map where there are more than 16 other civilizations that I can face off against.

There are three games in complete 1) civ3 max 16 nations 2) PTW max 24 nations 3) C3C (conquest) max 31 nations.
There are two ways that I know of to get more than 16 in C3C. First one is to use the editor and gen a map and go to scenario properties and up the count to the number you want. The other is to create a new biq with 31 nations and then you can generate random games with 31.
