    i'm trying to establish a trade route with a neighbour. we are at peace and I have an embassy and a road from my capital to his.
    even though i have trade route with other neighbours, i am not given the option of a right of passage. Why? Could it be because i have the civ surrounded with mine and its back is to the sea? or is it a bug?

    The only thing that I can think of, is that they do not have the knowledge to have RoP. I do not use them, so I am not sure if that even is a requirement.

    The trade route does not have anything to do with RoP.

      thanks for the reply. i still can't figure it out but your info was helpful. i didn't htink you could build a road to a neighbour's capital or road system without a RoP but I guess you can. that's great. sir s
