Questions about expansion packs

In "Play the World" or "Conquests," can you have every possible civilization on the map, or is there a maximum of 16 like in ordinary Civ III?
Also, when playing multiplayer, can you upload maps or mess around with game settings (specifically, to turn off great wonders)?

PTW allows 24 and C3C allows 31. 32 if you count the barbs as the game does.

You may want to make an extra sized map for 31 though.
