What do the numbers next to the government style in the lower left mean? I ASSUME that it's gold, shields, and food, but then again, what is that in reference to?

Sounds like you mean the taxes and how they are spent. IIRC it is tax rate, research and lux. You can verify that by changing the sliders and see what is altered.
