just seems to happen when I build the next city

could be the first city I capture has I harbor and each city i build there after is connected by road

I got lucky on an invasion once, Modern age, have air power modern armor, 6-7 armies, bunch of elite cavalry units. So I bring 5 transports one army plus an elite cavelery unit in each, one transport full of defense units, also 5 carriers for support.

So I bomb out all of the improvements two squares around the target city. Then attack with an army and kill the enemy’s stack of modern defenders 5-6, after that they still had some riflemen and lower left in the city, I attacked exclusively with elite cavalry. On 5-6 kill I got a great leader, took the city, rushed the airport with the grate leader, started airdropping units from my other 15 existing airports. That was it.
