bix & sav file specification

hi,

my name is Kristof. I'm a huge fan of the civilization series. I own Civilization 3 Play The World. I like to use the official editor that came with Civilization, but the only problem is that it doesn't allow automation. That is why I wanted to write a small program myself to create/edit *.bix and *.sav files.
My question is, if anyone has a file specification ( for the entire file or only a small part of it ), then I would greatly appreciate if you would share it with me.
