What's built first, Granaries or Temples?

None of them. I usually build a temple in my capitol only after the expansion phase, not during it.

as we are talking early game, i tend to make my core cities OCP so they become monster cities later on, usually the first 5 or 6 make use of the full city radius. If there is a luxury resource or a cow on a river in the expanded radius i will build a temple so i can get that tile as quickly as possible. I also find that in my wonder factory, having a temple means I get an extra citizen working a tile without having to sacrifice gold for making the lazy wretch happy. If you start spending your loot on happiness, the next thing you know they are demanding health care benefits and vacation time. I think "National Health Care" should be a small wonder that either increases happiness, reduces disease/pollution or ups production.......can be built in democratic govs but not republican ones. If you switch to Communism it should decrease those since the medical care would be so horrible everyone would die.
