Have a problem with irragation,

On the game the irragation on the grassland squares doesn't seem to the adding an extra food.. Is the some problem or am I not understanding the usage of irragation..

It is because you are in Despotism. You suffer a penalty. Anyway you are usually better off to mine grassland tiles, unless you cannot feed the city.
