City crash problem

In a user created scenario the game crashes whenever I
attempt to enter any city of my civilization. It drops to desktop for whatever reason. Has anybody run into this issue before or have any idea how to solve the issue.
Note: All video/sound/hardware is complete and up to date and my machine easily runs this game. It is not a hardware issue of that I am pretty sure of.

This sounds like there might be a missing graphic file.

Did you change the city interface graphics or add something without adding the required graphic file?

Made no graphical changes, I only changed data values for structures, units and terrain.
