The Byzantines had over 100, 000 total culture, this was the victory condition as displayed on "victory status", yet they didn't win. Anyone have an idea what that is about?

You must have double the amount of the second highest civ as well as being over the threshold for the map. So if the map say 100,000 you have have 100K while #2 have 50K or less.
This does not apply to Single city of 20K.Comment

Raze the top-culture cities of the second civ...You should win easily.
If ten thousand of your men die in front of the walls of an enemy city, order the other ten thousands men to climb their bodies and attack the city.Comment
