Governor won't inform when stuff is done

When my cities build something the governor does not inform me its done with a popup, instead it just has a single message and moves on

I am Playing PTW civ III

I have already used that inform when cities have finsihed option but it does not work

I also noticed there is a white border around the area which tells me what the city builds- and i didn't notice that before
