Is the Civilization III complete fully upgraded or I need to upgrade each of one the add-on with the available patch ?

I do not know, but you can load either of the executables and see what level they are at.
C3 - 1.29f
PTW - 1.27F
C3C - 1.22 or at least 1.15
I would be shocked if the first two are not at the latest. -
