    Also, under stock rules, must not be in anarchy.

      Bugger..still I guess it's better to have gone that early than a decade later.

        OK. Had a feeling there was a need for this. The only problem for me is that i usally don't have too much military or maybe none in the smaller cities if they are situated in the middle of my nation. But when an AI player makes landfall near one of my smaller cities i could really use that draft thing - but often too few pops.
