Bug?

Anyone know if this is a bug or not?
I've found after I discover steam power and coal, when I issue the command to the workers ctr-N to automatically build a road/rail net they do nothing!

I don't know if this is supposed to happen or if its a bug in my game, however I am sure that if I begin a new game and issue that command my workers start to build roads....

Its not really a big deal just annoying having to manually build a whole railway system...blech

I don't use that command, but perhaps for railroad it's ctrl-shift-n. just a thought

You do have both Coal and iron at your disposal I hope?
