I was bumped up in C3C, and they get a bonus when making amphibious assaults- so a city held by infantry can betake, thought probably with higher casualties than with Tanks.

why would I want to take an island with 1 square on it?
the ai can have useless cities like that. I only take the cities on the same continent as me anyways. occasionally I'll make runs for the core cities on another continent (to prevent them building spaceship etc). But not 1 or 2 square island cities.
I have done a domination victory recently. It was on a pangea map though, not archipelago. that makes it much easier. There were a few stray islands, I ignored them. They don't make up enough land area to care about.
And I don't think it's possible to get a conquest victory with domination victory enabled is it? unless you just take a whole bunch of cities the final turn.

No, you can take Workers amphibiously with non-amphibious units in C3C.

their attack rating seems low to me.
Even before the C3C boost, they were a must, IMO. You'd take some casualties against infantry, but bringing a boatload or two of them would usually get you the city, and that's much better than spending a turn in enemy territory.

That's one way to do it. Another is to just raze everything you take once you're nearing 66% land so you don't reach the land goal.
