Irrigation bug with Civ3 Complete

I got Civ3 Complete for Xmas after playing vanilla and lurking here for almost a year. I was playing as the Dutch, and the tiles that were being irrigated (grassland, plains, and a couple desert tiles) didn't get the food bonus that normally comes with irrigation.

I think this might be fixed in a patch, but I don't know which one to get since I have Complete.

If you are in despotism you have a penalty built in as regards the food. IOW if you irrigate grassland it still only gets 2 food in that form of governent.

Ag civs do not get the extra food except in the city tile and river tiles under despotism.
