How to use a leader?

I'm a brand new Civ 3 player and have perhaps a dumb question. How do you use a leader to create an army (or finish a project). I've got a leader and I've taken him to one of my cities...now what?

If this is not C3C (conquest), then you will have two icons available. Well you need to have movement points left, one on the left is to build armies and the right one is to finish a project.

You cannot build an army if you do not have at least 4 cities, though.

You cannot finish a great wonder, if it has any tainted shields in the box. Those are shields from disbands or forrest chops.

If it is C3C, you cannot build great wonders, but can rush some structures and small wonders.

So if you do not have those two icons, check on the movement and the city count. If you were doing a wonder, switch it to something else to see if the icon for builds becomes available.

Each army requires 4 cities.
