What is "rate of fire"

So anyway, I was just wondering...

Regarding artillery and anything else that can bombard, what does "rate of fire" mean? At first I thought if meant how many times a unit can bombard, but it appears to still be only once. I'm just having trouble figuring this one out...

It is how many times it can bombard. This doesn't mean you select bombard multiple times, its just number of chances it gets to hit its target. A unit a RoF of 3 can hit its target up to three times if the defender is relatiely weak or it gets lucky.
