This may be a "newbie" question but I have looked everywhere. It tells me when I can do it but not how.

How do I draft a citizen?

If you look at the pedia it has a topic called Game Concepts. You will find Draft in that section.
You must have learned Nationalism before you can draft. Then you will have an option buttion/icon in the city view to draft.
What it cost you is a function of your form of government.

first of all thank you for replying ... now I don't mean to be dense but I have read the pedia entry for conscription (to no avail) and I can't find any button/ icon in the "city view" ... I assume by "city view" you mean when you right click on a city and choose "Zoom to ????"

Thank you !! ... yes I have 9and had) nationalism and now (in some cities) I have the magic green icon ... may I assume that the there is a population threshold that must be reached before the icon appears? I have also noticed that sometimes when I right click on an improvement, say an aqueduct, that I have the option to sell it and sometimes there is no sell option.

Note that if you build the structure such as a barracks and did not get it from a wonder, then you can sell it. You will only get cash, until you have knowledge of recycle. Then you can get shileds as well. You alway gets shields from a disbanded unit, though.

It is different for C3C than the previous versions. Well actually one way works for both, but it is not intuitive.
C3C has another option and the only one I use. You first must have learned Espionage. Then there is the mini panel on the lower right. This panel has a few letters that are short cuts. One is "E" and will take you to the panel for espionage. Here you can build an embassy or plant a spy.
If you plant a spy, you can select the task that it can perform and see how much it costs.
You can also get to the panel via the espionage icon on the city that build the Intelligence Agency.
Feel free to ask as many questions as you wish. Many people are willing to offer solutions, that is what this site is intended to provide (I think).

well something is amiss ... I have learned Espionage and have built the Intelligence Agency but no "E" ... just the "D, P and H" ... I suppose this is signifigant ... in the city view for the city that built the IA all the other improvements are written in black and the IA is listed in blue???

Do you have any of the expansions? If you're playing vanilla Civ3, the only method is to click on the gray icon on the map that appears in the status box for the city that built the IA.
As for the blue text: That must mean you have the IA selected in the building list. It doesn't indicate anything game-wise.
