The only change I wish I could make to CivIII is the elimination of war weariness (sometimes I just want to play "last man standing"). How can that be done?
Open the editor and create a "No-WW mod" for yourself.
Specifically, enable custom rules (Scenario|Enable Custom Rules or something like that). Then Rules|Edit Rules. Then click on the governments tab and go to each government that normally has WW (Republic, Democracy, and if you're using C3C, Feudalism). For each of these Governments, click on "None" in the War Weariness box.
Save your mod (it should save it to the Scenario folder by default, which is where it should go) and start up any new games with it.
Or you could just switch to communism or monarchy ( no real penalty when playing a religious civ).

Fascism is even better. It comes close to the Old Fundy form of government only better. Worker efficiency is 200% compared to 150% for Democracies and there is no science/research penalty.
