Day after Tomorrow?

I am sure many of you have seen the movie Day After Tomorrow. At the end of the movie, America is left with only a little land (in fact most ppl are in Mexico) and most of the continental US is frozen.
I thought this would be great scenario for a Civ game.

Has it already been done?
