    Aaargh!!!
    Once again, I have been foiled. Here I am, hundreds of years ahead of my closest rivals and I have no oil or coal! Therefore, I cannot build rails despite having steam power and can't build bombers, battleships, aircraft carriers and planes because I have no oil! The other civs are so backweards, that bubbling crude and black icky stuff to them is just black icky stuff and bubbling crude. They have it, but don't know it to trade or sell it.
    I think rails should not require coal to build. Iron i can see, but locomtoives ran on wood, coal, pretty much anything that woyuld burn; later on DIESEL!
    Yet I can build a nuclear sub without Uranium.
    The follies of being too advanced...

    This just means it's clobbering time - Arty and Infantry until you have what you want.

    Admittedly however it is a shame this forces you to war even if you don't want to to win...

      Yep, MWIA said it. If they won't trade you because of their own selfish reasons or they're simply too stupid to realize that you'd pay some pretty coins for something worthless to them, take it.

      You could see if you can persuade them to trade a city or two near those resources but be prepared to use force of arms.

      If you're a bleeding-heart pacfist, I suppose you could trade or give away techs they will need to 'realize' the importance of those resources you want then hope they'll trade it with you.

              I reckon you play Conquests? In this case, resource scarcity is an intended improvement to force you to actually do conquests instead of sitting on your rear end and enjoying a thriving empire.

                  Really? I got an impression that Firaxis kind of look down at warmongering for some reason.

                  I haven't played that many games, am on my 4th epic game right now but I have yet to experience the need to war for resources, I often wind up with at least one of everything within my borders

                  On second thought, I've played all of those games on Chieftain level...

                      Too Advanced addendum

                      Yep, Right now, I have found an island with oil (three land tiles; two wetlands and one mtn, how's that for uckfayed uppay) and need to clear the wetlands to build a small city (rush job, buy a harbor or airport).
                      Right now, I'm also building temples and cathedrals and all those wonderful culture buildings in the city nearest those resources in the hopes of flipping Bangalore (the coal city). But I'm also building up some TOW infantries and am ready to launch a Blitzkrieg into India, maybe build some tanks once I get the oil. That's when I get nasty, gimme tanks and just roll over Ghandi

                        If you're hundred of years in front of everyone, use that 100+ years of technological advances and beat the hell out of your opponents. Start where they have coal and oil...

                          Without coal being a requisite for rails coal has no real practical use. That is, I never bother with Ironclads or Coal Plants.

                          More units/improvements should have it as a requisite imho. Factories not least of them.

                            Rails alone makes coal an extremely valuable resource. It doesn't matter if other units/improvements have coal as their requiste, I gotta have coal just for rails.
