I was playing my game and I asked Egypt for a right of passage agreement since I was at war with Rome, which was on the other side of them. And they keep on saying they will not let me fool them like I did with the Aztecs(even after I put in 4 techs and 1247 gold). I had a mutual protection pact with them, and they had about 50 units in my land. Why is that? How can you tell a civ to not made deals with another?
