          AFAIK, abandoning a city with a foreign majority counts as razing it. This hurts your reputation, mostly with the civ that held the majority - as if you had razed their city.

          I am sure that Modo meant attitude, not reputation.

            Both, actually. They will condemn you for the razing (attitude) and you won't be able to make up for it (the change is irreversible), hence it worsens your entire diplomacy for the rest of the game (reputation). It is hard to make out a difference in this special case.
