I want to know how can I create a Civil War on a common scenario, for example a scenario of the Independence of EUA, a scenario of French Revolution or a scenario about the Vietnam War. If someone know how to do it, please tell me, ok?

You can't. You can set up a scenerio where that civil war just started, and also give that sides cities a lot of culture and the border cities of the initally loyal cities none to increase possibility of a flip. (Terriable news, Virgina, Tennessee, Arkansas, and North Carolina have joined the Confederancy. Word is they admired their culture.)
