I'm playing a game now, and the Aztecs have been entirely wiped out, but yet they still show up on my foreign minister screen and I can still negotiate with them. They don't have any cities.
ANyone seen this before?

I'm pretty sure I have respawn off, but I could be wrong. I am certain they don't have any cities, I just traded maps with them and looked over the whole thing. Plus I retired and watched as each of their cities blinked out, and none were founded to replace them.

usually at that point, I am happy they are destroyed good enough for my tastes. I'll make peace with them at this point. I don't have time to be looking for that last settler, or some city on a far off continent.
I've been reading up on topped threads and one of common complaints is that AI always know where everything are and it have no problem going straight for their targets such as privateers and such.
So why not use that to your advantage? Get everybody else to declare war on that exiled civ and I'm sure it'll be hunted down and exterminated. Problem solved.
It doesn't make sense if a civ can be considered 'functional' if it's just a boat with a settler on it wandering the seven seas aimlessly for centuries.
During quiet moments when waiting for civ3 to be released(or was it civ2?) I spent some time dreaming up the next civ-game in my head. One of my ideas was to start the game as nomads, and build pemanent settlements when you became advanced enough.

CDG tried to do this in the PtW ISDG but the admins ruled they couldn't do it. Just imagine a lone settler wandering around forever still ensuring that the CIV that attacked and destroyed your Civ had all that war weariness, its positively evil
