I am not a very good player of Civ 3, the only way I know how to play is to just kill all other civs. I cannot do anything in diplomacy. I just wish to share some of my experiance.
I played normal size map, pangea with 8 civs, PtW next to last difficulty. I was very agressive from the very beginning of the game and at one point of the time I found myself at war with everybody (not very surprizingly right?). I made the mistake of chosing Democracy for my government (I needed science since I do not trade techs). War Wearness was a problem but boosting the Luxchury bar gave effect and people were happy enough. But then at some point people just overthrew my government. At that point I had enough luxchuries to ensure happy people, none of my cities were rioting. In the game manual it says that if you have civil unrest in your cities then people may revolt, I had no civil unrest and people still revolted. So plain war wearness can also cause a revolution.
Anyway I continued to play and I was kicking the AI's big time, then I estimated I will need about 3 - 4 more turns to take the rest of its cities so I decided that when the anarchy ends I will chose Democracy again (I was scientifically disadvantaged big time). I was thinking that Democracy should hold for 3 - 4 turns, but my people revolted right on the next turn.
I said OK war wearness is bad big time. Luckily I did have a lot of units and even though my campain slowed down I was still able to advance (thanks to the artilery). In 4 turns or so the AI still held some cities then anarchy ended again and I had to chose my next government. Everybody says that Comunism is great for large empires and for war time, so comunism was my choice. You can imagine how pleasantly surprised I was that now I had -200 gold per turn and that is if I give nothing for luxchuries and science. All my inclome from all my cities was not enough to cover the maintanence of the city improvements. Even more, cities that used to build a tank for 3 - 4 turns now needed about 30. Corruption was to the sky.
At this moment Anarchy was indeed better than Comunism and Dempcracy (I suppose Republic would have been the same as Democracy).
So what I did was I called another revolution. I did not try Monarchy maybe I should have. When this revolution ended of all the Ai's the Russian was the only survivor with 4 small cities on an island in the middle of nowhere with no resources either. So I made pease and selected Democracy. Now my people were not revolting (I was leading no war).
The outcom of this was that for the last 10 - 15 turns of my campain I was playing with Anarchy which worked well enough. I already had enough units to win and I had no problems with War Warness or maintanance.
