I just had a city convert to an enemy b/c of culture and the city only had one population and I had TWO military combat units, Marines, within. What? I thought each military unit suppresses each population from possible converting. Thus, as long as that City had two or less people in it, I thought it would be safe. What happened????

Yeah, I set it to 800 as always, but I should have left it at 1024. I guess it is easy to read now.
