Sorry, just speaking about city radious:
I´ve developed a simple method for learning the fat X display.
First, get the city square.
C
Then, digure a 9x9 grid around the city square.

XXX
And finally, add a second line of sqares to each X line around the city, showing:

XXCXX
XXXXX
-XXX
