I recently ran into this for the second time. I have only seen this at Sid.
I was at war with most of the civs. China contacted me and asked for peace and Lit.
Lit was obsolete by then and I was thinking of giving it to them to help them. Neither of us had ever sent troops to the others land.
But just for GP, I asked them for a city one at a time. They agreed to give me one.
I never got the city. So I wondered if there is an explation or not.
The thing that I was wondering was if the city was in the Fog Of War, if that would affect the trade? I can not see all of their land.
