I have got a leader and read everywhere you can create an army and load units into it but how, I have tried alot? How do you do this or am I a little blind
Move the MGL (Military Great Leader) in to a city and click the "Build Army" button. You will now have an empty army unit. Units on the same tile should be able to join it using the Load button. Just remember, you can never unload units from an army, nor upgrade them. (Note: You may also need to be in a city to load units in to the army after it's built. I've forgotten whether that's necessary.)
To actually BUILD an army you need the Military Academy, which requires that you have had a successful army in the past and once you have Military Tradition. But they cost so much that's it's really not worth it until you have factories set up.

The other requirement to build an army is you need 4 cities for each one.
Yep - the key is that to use a Leader to build an army (and this must be a Military Great Leader too - one that emerges after you win a battle with an Elite unit) you must do so in a city of yours. After that you can add the units wherever. Careful though - when you add units you cannot remove them.
