The AI, near as I can tell, never moves it's initial settler. Blame the map generator.
There was a similar one at CFC some months ago, except it was well into the middle ages when Paris, in the middle of the prospering French empire, was blown to dust by a volcano.Why can't you be a non-conformist just like everybody else?

True, it was their original city.
Once, I had the AI settle and be destroyed 3 times in the same tile. I felt pity and after the city was destroyed for the 3rd time I settled one tile away. The tile was a good tile wrt resources, but not good enough to settle next to a volcano.Seemingly Benign

Yes, it would have been their starting location. Although not a lot of land around, there was a better settlement site just one tile away, which would have had instant access to the fish.

AI ignores risk of volcano errupting when deciding where to found cities and moving military units.
