I've never heard of NCC. Without a city, how would you get culture or build the spaceship? And you have to build the UN to be in on the vote if you don't have a large empire.
There was something in CivII about never building a city - you had to use your starting Settler(s) to pop huts, and hope for an advanced tribe. Someone might be insane enough to try it in CivIII too.

You could win on a Pangaea without a city... with the right luck from huts. There was a bug where if you didn't have a Palace and captured a city you would have no corruption. That was discovered by killing an AI with Warriors from huts.
I think you can do it in SMAC too as the Gaians (even on a non-pangaea). Capture mind worms. It's been a while since I played Civ II, but I think you could do it there too. Civ I only had the World Map right? No way to get a boat, so no chance.

It did have random maps- I tried it. Got two out of four civs, the other one on the continent was too powerful and in the end it was a meagre barabarian legion that felled me...

I know I conquered the world a few times without building a single unit in Civ II (you could get good enough units from huts), same in SMAC (mindworms and speeders from pods). Don't think I ever tried without building a city the whole time, but the general principle would be the same.
The only question I have is support, as it's been so long since I played either that I have no idea how it would work with no cities.
@Aeson: In CivII, if you have no cities, all units you get from huts should be NON, so support should be a non-issue.
