Unit Placement in Editor

Hello,

Is there any reason why the unit placement and city brush are 'greyed' out in my editor and I can't use them? Any help would be appreciated. Thanks

Try this, just in case you haven't

Maybe you have to hit the space bar and a window comes up asking you to specify what civlization. Once you do that, it should allow you to place units and cities.
